In a brazen incident and example of the complete breakdown of maintaining land records, the talathi (land revenue officer) of Wavanje village, Panvel, has officially stated that he did not have any records for hundreds of acres of prime land in Panvel. This was revealed in a reply to an RTI filed by Mr.John Miranda to ascertain the details of his land in Panvel. Mr.Miranda had filed an RTI to get the details of the mutation entries of his land last year. The talathi did not give Mr.Miranda a reply first. His first appeal with the tehsildar of Panvel tehsil also did not get a reply. Not to be cowed down, Mr.Miranda then filed a second appeal with the State information commission. The commission members asserted that the revenue officials were indeed trying to avoid giving the information. Finally on March 6, the public information officer stated that the register of mutation entries from 1 to 459 was missing ! Not only this, the tehsildar also stated that they could also not say who was the tehsildar at that time ! It also stated on record that they could’nt say when the register went missing ! Readers should know that non availability of records from a govt office is a criminal offence under Maharashtra public records act 2005.The state commission gave a final warning to the tehsildar to produce the records before 28 march. The Panvel region has seen a lot of new developments coming up recently and land prices have shot up. The possibility of a new land scam cannot be ruled out.
